1994 - Creation of the OPS Project Coordinating Committee for the purpose of Integrated Modernization of OPS.
          - Submission of Feasibility Studies Report to ICC-NEDA.

1995 - ICC-NEDA Board approval of PANP.

1996 - Pre-negotiation meeting of RP-France Financial Protocol.

1997 - Submission of Technical Proposal by SAT/BYH.
          -Coming of French Mission to evaluate PANP.
